Alstom and Indian Railways’ joint venture, Madhepura Electric Locomotive Private Limited (MELPL), supported ₹60,000 crore in economic output and contributed ₹23,800 crore in Gross Value Added (GVA) across India between FY20 and FY26, according to an independent socio-economic impact assessment conducted with Dun & Bradstreet. The Madhepura facility has strengthened Bihar’s industrial economy, with its GST contribution equivalent to 1% of Bihar’s aggregate GST collections in FY24 and its direct GVA accounting for 4.6% of Madhepura’s GDDP. The project has achieved nearly 90% localisation, sustained around 2,300 jobs annually across India and accounts for about 12% of registered factory jobs in Madhepura. Established under the Make in India and Atmanirbhar Bharat initiatives, the facility manufactures 12,000 HP WAG-12B Prima T8 electric locomotives and has helped India become the sixth country capable of producing advanced 12,000 HP electric locomotives domestically. MELPL, a ₹3.5 billion joint venture between the Ministry of Railways and Alstom, is responsible for manufacturing and maintaining 800 high-powered locomotives, which are deployed in freight operations including Dedicated Freight Corridors and support the National Rail Plan’s 45% freight modal-share target. The project has also promoted women’s participation in railway operations, including the qualification of Alstom’s first female locomotive pilot in the Asia-Pacific region. Beyond manufacturing, MELPL has invested more than ₹17 crore in CSR initiatives, providing healthcare support to nearly 10,000 patients, STEAM education to over 2,000 students and livelihood support to more than 1,700 rural residents.
